VPN legality in Dubai is one of the most misunderstood topics among expats and tourists. Here is the factual picture, based on the UAE Cybercrime Law (Federal Decree-Law No. 34 of 2021):

"VPNs are illegal in the UAE"

VPN technology itself is not illegal. The UAE Cybercrime Law targets the misuse of VPNs to commit crimes or access illegal content — not the use of the technology itself.
