Pets in Dubai – Complete Guide for Pet Owners

Everything you need to know about keeping pets in Dubai — importing procedures, registration, vets, pet-friendly areas, dog parks, grooming, boarding, and summer safety.

Dubai is a moderately pet-friendly city with a good infrastructure of veterinary clinics, pet supply stores, and dedicated dog parks. However, pet ownership in Dubai requires more bureaucratic planning than many countries — importing a pet involves multiple government steps, and apartment building rules on pets can be strict and inconsistent. This guide covers everything from importing your pet to surviving the Dubai summer safely.

Pet Registration is Mandatory in Dubai

All pets in Dubai must be registered with Dubai Municipality. Registration costs AED 50 per year and can be done through the DM website or app. Failure to register can result in fines. Registration requires proof of rabies vaccination and microchip documentation.

Importing Your Pet to Dubai

Importing a pet to the UAE requires careful planning — ideally starting 3–6 months before your move. The requirements are strict and errors (especially with microchip and vaccination timing) can result in your pet being held in quarantine or refused entry.

Microchip

ISO 11784/11785-compliant microchip (15-digit) must be implanted BEFORE rabies vaccination for the vaccination to be counted. If microchipped after vaccination, the full vaccination sequence must be restarted.

Rabies Vaccination

Must be administered at least 30 days before travel but no more than 12 months (or per vaccine validity). Puppies/kittens can only be vaccinated from 12 weeks old — this affects your timeline significantly.

Health Certificate

Official veterinary health certificate from a licensed vet in your country, endorsed by the national veterinary authority. Must be issued within 10 days of travel. Specific wording required by UAE authorities.

Import Permit from MOCCAE

Apply to the UAE Ministry of Climate Change and Environment (MOCCAE) for an import permit. Cost approximately AED 200. Apply at least 4 weeks in advance via moccae.gov.ae. Required before the animal enters the UAE.

Airline Arrangement

Book your pet with the airline well in advance — policies vary hugely. Emirates allows pets in hold, Etihad allows small pets in cabin (under 8kg). Most airlines have seasonal embargoes during summer (June–September) due to heat.

Airport Clearance

Arrive at the cargo terminal or designated area at Dubai Airport with all documents. Ministry of Food and Agriculture inspector will verify documents and microchip. Allow 1–3 hours for this process.

Quarantine Rules

Most pets from approved countries (EU, UK, USA, Australia, etc.) do NOT need to serve quarantine if all documents are in order. Pets from non-approved countries may require up to 30 days quarantine at the importer's expense (approximately AED 1,500–3,000). Always check current MOCCAE requirements as approved country lists change.

Pet Insurance in Dubai

Pet insurance is available in the UAE through providers like Tokio Marine and AXA Gulf. Monthly premiums range from AED 50–250 depending on species, breed, age, and coverage level. Given that a serious illness or surgery can cost AED 5,000–30,000+, insurance provides valuable peace of mind, particularly for dogs prone to breed-specific conditions.

Where you live in Dubai matters enormously for pet owners. Always verify building-specific pet policies in writing before signing any tenancy agreement — general area reputation does not override individual building rules.

Dubai Marina

Many towers permit pets (always verify with specific building). Marina Walk is dog-friendly. Short drive to JBR beach. Smaller spaces (apartments) vs. villas.

Jumeirah (Villas)

Downtown / Business Bay

Difficult

Many high-rise towers prohibit pets outright. Check building rules before signing ANY lease. Limited parks, harder for dogs. Generally not recommended for pet owners.

ALWAYS Get Pet Permission in Writing

Many building managers verbally say "yes, pets are fine" but building rules or other residents may say otherwise. Before signing your lease, get explicit written confirmation that your specific pet (type, size/breed) is permitted in the building. Verbal agreements are unenforceable and disputes are common.

Dog Parks & Walking Areas

Dogs must be kept on a lead in all public areas except designated off-leash zones. The off-leash parks are genuinely well-maintained and form the social heart of Dubai's dog-owner community.

Even if your breed is not nationally banned, many apartment buildings in Dubai restrict pets by weight (often 10kg maximum) or prohibit dogs entirely. Some buildings allow cats but not dogs. Some allow only one pet. Always read the specific building's rules and get written confirmation before moving in.

Summer Pet Safety (Critical)

Dubai's summer is genuinely dangerous for pets, particularly dogs. The combination of extreme air temperature and surface temperatures can cause rapid serious harm.

Critical Risks

  • • Pavement surface temperature can reach 60–80°C in summer — severe paw burns in seconds
  • • Air temperature 40–48°C causes heat stroke within minutes of exertion
  • • Parked cars reach 70°C+ within minutes — NEVER leave pets in a parked car
  • • Humidity (June–August) makes panting cooling ineffective
  • • Brachycephalic breeds (pugs, bulldogs, Persian cats) at highest risk

Summer Safety Rules

  • • Walk dogs ONLY before 7am or after 8pm in summer months
  • • Test pavement with your bare hand for 5 seconds — if you can't hold it, it's too hot for paw pads
  • • Always carry water; offer every 15–20 minutes during outdoor time
  • • Keep AC running at home — 22–25°C minimum for comfort
  • • Dog booties/paw wax provides limited protection on hot surfaces
  • • Know signs of heat stroke: excessive panting, drooling, collapse, red gums

Heat Stroke First Aid for Pets

If your pet shows signs of heat stroke (excessive panting, drooling, lethargy, confusion, collapse), move them to shade/AC immediately, wet them with cool (NOT ice cold) water, fan them, and get to an emergency vet within 20 minutes. Heat stroke is life-threatening and progresses very quickly in Dubai's heat. Keep the emergency vet number saved in your phone throughout summer.
